Arrowette's alter ego, Cissie Jones, actually appeared in episode 23 of Young Justice, Insecurity, when Green Arrow and Artemis saved her father from the assassin Black Spider (it's right at the beginning).
I imagine that that this inspired her to take up the bow and that, years later, she met up with Young Justice, possibly at Haly's Circus, which is also where she would have gotten the cool costume (she still has a stage mother mom). That's my idea, anyway.
